Job Introduction

Salary: £57,750 - £68,250 (DOE) + £600 Car Allowance p/m

Location: Rosyth, Fife, Scotland, KY11 2BL

Contract: Permanent, Office Based, Mon - Fri, 37 hrs p/w

Regional Role: Weekly travel will be required in the Scotland region with quarterly travel to Northern Ireland.

 

Are you an experienced leader who thrives on delivering complex, high‑impact programmes? We’re looking for a confident and proactive Programme Manager to take ownership of a diverse portfolio of billable works and services across Scotland and Northern Ireland, ensuring every project is delivered on time, on budget, and to an exceptional standard.

 

About the Role

In this pivotal position, you’ll lead the planning, coordination, and delivery of a wide range of projects that keep the Training Estate safe, compliant, and fit for purpose. You’ll oversee everything from early design stages through to delivery, working closely with contractors, statutory bodies, and regional teams. Your leadership will directly influence estate development, operational excellence, and long‑term value.

 

Main Responsibilities

  • Manage performance, welfare, attendance, capability, and health & safety across your team
  • Oversee all billable works, allocate resources effectively, and ensure full CDM compliance
  • Work closely with regional teams, contractors, statutory bodies, and clients to ensure seamless delivery
  • Maintain programme risk registers, remove barriers to progress, and capture through‑life costs
  • Act as deputy to the Regional Operations Manager and support investigations, audits, and reporting
  • Ensure accurate and compliant record‑keeping across digital and paper‑based systems

 

The Ideal Candidate

You’ll bring a blend of technical knowledge, leadership capability, and programme delivery experience:

  • Strong H&S knowledge, ideally NEBOSH Construction
  • NVQ/HNC, APMP, PRINCE2 or equivalent, with proven delivery experience
  • Knowledge of building services, statutory regulations, CDM, and workload scheduling
  • Skilled in managing budgets, contractors, and full project life cycles
  • Able to motivate teams and build strong working relationships
  • Confident using IT systems including MS Project
  • Full UK driving licence
